Yes, some scholarships let you apply before receiving a university offer. Others require an offer first, or consider you automatically through your course application. The scholarship’s rules for your intended intake decide the order.
For Nigerian graduates planning a master’s abroad, the key is to track admission and funding separately. A scholarship application does not automatically submit a university application, and a course offer is not proof that funding has been awarded.
Identify which application route applies
An offer is not required when applying. Prepare the scholarship application and check when you must apply to the university or supply an offer later.
You must hold an offer. Find out whether a conditional offer is accepted, then allow time for the course application to be assessed.
Eligible applicants are considered automatically. Submit the required course application and check the award’s eligibility, timing and notification process. Automatic consideration is not a guaranteed award.
Read the official award page, its terms and any linked application instructions together. If the word “offer” appears without explaining which type, ask before making an assumption.
Official examples that show why the order differs
Commonwealth Master’s Scholarship. The Commonwealth Scholarship Commission’s FAQs say a university offer is not required at the scholarship application stage for this programme. However, a nominating agency may set additional criteria. The CSC advises seeking admission at the time of, or as soon as possible after, the scholarship application. Check both the agency’s and CSC’s deadlines.
Chevening. Its course guidance requires three course choices and separate applications to the universities. Evidence of an unconditional offer from one choice is needed by the relevant annual deadline to finalise the award. The guidance allows a financial-only outstanding condition, such as a deposit; other outstanding conditions are treated differently. Read that rule alongside the timeline for your application year.
University of Reading Excellence Scholarship, master’s, 2026/27. The published terms describe automatic consideration for eligible students offered admission, without a separate scholarship form. This is a dated example of a different process, not a claim that you are eligible or that applications for that intake remain open.
Conditional and unconditional offers: read the conditions
A conditional offer leaves requirements for you to meet; the offer letter tells you what they are. An unconditional offer indicates the admissions conditions have been met, but you should still read any remaining acceptance and enrolment instructions. Neither description alone tells you whether a separate scholarship application is complete.
A funder may accept one type of offer at an early stage and require different evidence later. Put the exact requirement beside the relevant deadline. Avoid reducing several stages to a single note saying “offer needed”.
Build a timeline with separate rows
Copy this checklist into your application tracker and add the official link, deadline, time zone, status and next action for each relevant item:
- University course application.
- University supporting documents and references.
- Scholarship application and supporting evidence.
- Nominating-agency application, where required.
- Deadline to obtain or upload the required offer.
- Response deadline for an admission or scholarship offer.
- Any deposit or funding-evidence deadline that applies to you.
If a deadline has not been announced, write “not yet announced” and record where to check. Do not copy a previous year’s date into the current plan as though it were confirmed. Use our reference request guide to brief referees about the deadlines relevant to their part.
What if a university deadline comes before the scholarship result?
Ask the university what options exist for your situation and obtain a written answer. Do not assume that an extension, deposit waiver, refund or deferral is available because you have applied for funding.

Check eligibility and affordability before committing

Your next action is to classify the award’s application route, record the separate deadlines and prepare the required documents. You can then work on admission and funding without confusing one decision with the other.
